The National Commission for Human Development joined in the national effort to help the victims
of the October 8, 2005 Earthquake by setting up a special Earthquake Relief and Recovery Project
(ERRP) in October 2005. NCHD's Earthquake support can be divided into:
a) immediate relief (roughly Oct. 2005 to March 2006); and
b) longer-term reconstruction (April 2006 onwards).

Contributions during the Relief Phase
These included the following:
• Through donor support, NCHD facilitated construction of 448 shelters in districts Mansehra and Bagh
- a life saving contribution in the winter months.
• Similarly, in the affected districts and in Muzzafarabad, NCHD also provided 1700 tents, life saving
drugs, food, emergency beddings and diverse support items.
• NCHD established a tent village at Ghazikot, Mansehra to provide essential support to 600 shelterless
people which was later handed over to the Army authorities.
• NCHD organized six emergency health camps in Mansehra district.
• NCHD's education and health teams in Mansehra facilitated infrastructure damage assessments while
working with the local government.
• NCHD provided cash support to the needy.
Contributions during the Rehabilitation Phase
The Earthquake Project's focus is on restarting education and health provision, shelter-construction and
income-generation activities in six districts: Mansehra, Batagram and Shangla in NWFP, and Muzaffarabad,
Bagh and Rawalakot in Azad Kashmir. ERRP is supported by UNICEF, and works in partnership with district
governments.
To date, the Project has led to:
• Over 500 Government primary schools being reopened as 'transitional schools' with enrolment of over 50,000
children - with a further 900 in the pipeline.
• Ten Urgent Health Care Centres have been opened in NWFP and Azad Kashmir, treating over 80,000 patients.
• Resource mobilization to raise funds for earthquake relief, which totalled Rs. 28,380,567 or USD 473,009 till June 2006.
NCHD is working in six earthquake affected districts i.e. Manshera, Battagram and Shangla in NWFP;
and Muzaffarabad, Bagh and Rawlakot in AJK. All NCHD mainstream programs i.e. Universal Primary Education,
Adult Literacy, School Health Program, ORS Campaign, Volunteerism for Community Development and
Capacity Development Program are being implemented in these six districts. In addition, the relief
and recovery programs for restoration of normal activities will continue to be implemented in these
districts with the funds generated by NCHD especially for this purpose.
