"The greatest challenge for Pakistan to meet millennium development goals is "SCALING UP" of good practices and projects. From "feel good" projects, all the stakeholders need to work together and align their efforts in support of laid
out national policy goals and targets.

For starters, universal primary education and literacy can be achieved over the next ten years if civil society, NGO's, development partners all work in unison with the government of Pakistan's education sector reforms.

Similarly, significant improvements can be made in health and population indicators provided implementation and access gaps can be filled with the help of community participation mobilized by NGO's.

Scaling up to reach one hundred and forty-five million people is only possible by working to improve the existing government department's service delivery. Without leveraging the size and presence of government, it is logistically impossible to deliver services on such a large scale.

The National Commission for Human Development and the Pakistan Human Development Fund were set up exactly for this purpose i.e. SCALING UP through capacity building, improving functioning of government departments through private sector management techniques and ensuring full community participation through social mobilization.

The milestones achieved in education, health and capacity building confirm that this strategy is working and SCALING UP is achievable. Of course continuity of policies and plans is critical to reach our goals and targets.

Expatriates have consistently contributed various projects to help the people of Pakistan. This new partnership between the government, civil society and international development partners is an opportunity to make a difference on a national scale.

It is time to suspend our disbeliefs and skepticism. It is time to look beyond ourselves and our organizations. It is time to work together to help every child get to school and for every family to have basic health care. IT IS TIME TO ACT.
